i think you need to register your account with Microsoft Live then you’ll be able to enroll to there beta testing applications .
I tried applying for it too and couldn’t get in either..
and Moo everything is VIP treatment when it comes to you 😉

Ummm… How do I get it?
as i mentioned earlier , you should change your country settings to UK & then when u login to your account you’ll see a button on the left of your screen with a caption ” try live mail beta now ” as i remember .
They are ditching the Live branding. It’s now called Outlook and the new emails are now @outlook.com. To unlock the new UI, login from Outlook.com instead of Hotmail.com or Live.com and your account will be upgraded.
Ignore that previous comment. In fact, you can delete it too. This article was pushed to my news feed as a new post a couple of days ago and the picture didn’t load, so I assumed it was about the (kinda) new Outlook.com.
